Economic model of sovereign democracy

Ekaterina Terentyeva - Lomonosov MSU

The problem of today is transforming of favorable preconditions which our country possesses for today, into a resource of steady long-term development, diversification of economy, cardinal improvement of quality of life in the country. For this purpose it is necessary to overcome inertia and to pass from policy of "economic reforms" to "economic policy", that is from mechanical copying another's models to the intelligent construction of national market economy, from policy of " macroeconomic stabilization " to realization of new national economic model.
The Russian state has already defined with model of political system of the country, it is a model of sovereign democracy, which means the strong and free state based on principles of democracy and independence. In order to become possible, sovereign democracy needs the reliable social and economic base so, the new effective model of economic development of our country is necessary to it.
One of the versions of such model, economic model of sovereign democracy is the model of the open sovereign economy.
Strategy of the open sovereign economy is based on connection of principles of freedom, contemporaneity, justice, independence. Thus independence does not mean closeness; freedom does not assume refusal of the effective government; contemporaneity does not demand destruction of tradition; justice is not encouragement of a dependence.
The model of the open sovereign economy excludes extreme measures - as etatism, and liberal fundamentalism. It cannot be borrowed from liberal or socialist textbooks. Direct borrowing of any model which was used or is used by other countries in Russia is impossible and harmful, whether it is Keynesian model of stimulation of demand, Friedman's monetarism, mobilization socialism of the Soviet sample or model of " catching up development ", applied today in China and India. Any of these models does not take into account Russian national features - both positive preconditions, and negative factors. The Russian strategy should be built on our own experience and in view of the national features typical only for us.
The basic directions of this movement should be:
- Development of economic freedom
- Modernization of national economy
- Increase of a standard of living and of internal consumer demand
- Fair and an effective utilization of resources
- Protection of the economic sovereignty
