Abstrakt

Artykuł stanowi próbę podsumowania koncepcji polityki zagranicznej w teorii stosunków międzynarodowych we współczesnej polskiej literaturze branżowej. W tym celu w pierwszej części zdefiniowano Państwo jako podmiot prowadzący politykę zagraniczną oraz podjęto próby klasyfikacji państw. Ponadto opisano cechy tzw. państwa postwestfalskiego oraz wspominano również o narastającej roli organizacji międzynarodowych. Następnie zidentyfikowano główne uwarunkowania polityki zagranicznej. Uwarunkowania te są podzielone według czterech kryteriów na wewnętrzne uwarunkowania obiektywne, zewnętrzne uwarunkowania obiektywne, wewnętrzne uwarunkowania subiektywne oraz zewnętrzne uwarunkowania subiektywne. W trzeciej części opisano cele polityki zagranicznej, korzystając z typologii zaproponowanej przez prof. Kukułkę, który wyróżnia trzy cele: zapewnienie bezpieczeństwa, wzrost siły oraz wzrost pozycji międzynarodowej. Ponadto wspominano  o teorii dwóch dóbr (two-good theory) amerykańskich autorów Glenna Palmera i Cliftona Morgana. W przedostatniej części omawiano środki (polityczne, ekonomiczne, wojskowe, kulturalno-ideologiczne, inne) oraz metody (pozytywne, negatywne i neutralne) polityki zagranicznej. Ostatnią część artykułu stanowią wnioski zawierające refleksje autora odnośnie przedstawionych koncepcji oraz pożądane kierunki dla ich aktualizacji.

 

Abstract in English

The article represents an attempt to summarise the concept of foreign policy in theory international relations within Polish literature. For this purpose, the first part defines the state as the actor of  foreign policy and attempts to classify countries according to their features. Moreover it contains a description of the so-called post-Westphalian state and a mention to the growing role of international organizations. Then the main determinants of foreign policy are identified and grouped according to four criteria within the following categories: internal objective determinants, external objective determinants, internal subjective determinants and external subjective determinants. The third section describes foreign policy objectives by using the typology proposed by prof. Kukułka which identifies three objectives: ensuring safety, increase the strength and the international position. Glenn Palmer’s and Clifton Morgan’s “two-good theory” is also mentioned. In the penultimate section means (political, economic, military, cultural-ideological, other) and methods (positive, negative and neutral) of foreign policy are discussed. The last part of the article contains the author's conclusions and reflections concerning the concepts illustrated and the desirable directions for their update.
