Istanbul Policy Center is an independent policy research institute with global outreach located in the center of Istanbul. IPC’s mission is to foster academic research and its application to policy making. The Center is committed to providing decision-makers, opinion leaders, academics and the general public with innovative and objective analyses of key domestic and foreign policy issues.   IPC has expertise in a wide range of areas, including—but not exhaustive to—Turkey-EU-U.S. relations, education, climate change, current trends of political and social transformation in Turkey, as well as the impact of civil society and local governance on this metamorphosis.

The Center’s value-added contribution to academia and public policy sector stems from its ability to track these developments closely and offer insightful evaluations on their meaning for Turkey’s global aspirations in a rapidly-integrating world.  Furthermore, IPC stands out from many of its peers with its exceptional access to intellectual capital and vast reserves of scientific knowledge at Sabancı University.  IPC thus offers policy makers, academics and young researchers a unique platform where sound academic research in social sciences shapes hands-on policy work.

Istanbul Policy Center (IPC) was founded in November 2001 to conduct applied and innovative public policy research in Turkey. With its cutting-edge policy research and public outreach activities, IPC is the embodiment of Sabancı University’s commitment to interdisciplinary approach to science and progress through close cooperation with community. The establishment of the Centre was an idea of the former President of Sabancı University Tosun Terzioğlu, the former Dean of the Faculty of Arts and Social Sciences (FASS) Ahmet Evin and the former President of Boğaziçi University Üstün Ergüder.

Fellowship

The Mercator-IPC Fellowship Program is part of the Istanbul Policy Center-Sabancı University-Stiftung Mercator Initiative, a strategic partnership between Sabancı University and Stiftung Mercator. The program aims to strengthen academic, political, and social ties between Turkey and Germany, as well as between Turkey and Europe by facilitating excellent scientific research and hands-on policy work. It is based on the premise that acquisition of knowledge and the exchange of people and ideas are preconditions for meeting the challenges of an increasingly globalized world in the 21st century.

The Mercator-IPC Fellowship Program allows international scholars and civil society activists especially but not exclusively from Germany to work on academic and practical projects at Istanbul Policy Center (IPC) in three thematic areas:

  • EU/German-Turkish relations
  • Climate change
  • Education


There are two types of positions available:

  • Mercator-IPC Fellowships
  • Mercator-IPC Senior Fellowships

Academics and professionals with an interest in Turkey are now invited to apply for the upcoming round of the Mercator-IPC Fellowship Program. The 2014/15 fellowships begin September 1, 2014 and the deadline for applications is April 1, 2014.

From September 2013 on, Istanbul Policy Center hosts “Cinema–Politics Meetings” series that aims to bring together film directors and social scientists. The event enables a platform to discuss contemporary issues in politics as well as their reflection in Turkish cinema.
