The International Center for Policy Studies (ICPS)
is one of Ukraine’s top independent think-tanks involved in developing and analyzing public policy.
The ICPS Mission is to promote reforms, democratic principles of government, and social transformations in Ukraine on the basis of European integration. ICPS specializes in such areas a democratic governance, foreign policy, economic analysis and energy policy.
Founded in 1994, ICPS was an initiative of the Prague-based Open Society Institute (OSI) to be the first independent think-tank in Ukraine. Its mission was to analyze economic policy and prepare long-term forecasts for the Government and President of Ukraine. Over the last 19 years, ICPS has successfully completed a large number of projects, key among the more recent being:

 
  • 2005: ICPS facilitated the submission to the Verkhovna Rada of Ukraine two bills: one to change state policy regarding the illegal dissemination of narcotic substances and the second to change the rules in existing anti-discrimination laws regarding race, nationality and ethnicity from merely declarative to effective.
  • 2006 – 2009: Together with the Conference Board of Canada, ICPS carried out a series of projects to train government officials to use benchmarking methods in order to assess potential and evaluate performance.
  • 2007: ICPS’s proposed vision of policy to combat illegal migration in Ukraine, especially with regard to establishing a transition period and sharing the financial burden with the EU, was taken into account when Ukraine signed a readmission treaty with the EU.
  • Starting in 2001, ICPS analysts have regularly held workshops on policy analysis for government officials and NGOs in Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
  • Since 2008, ICPS has been involved in developing Ukraine’s positions during Association Agreement negotiations with the EU.
  • 2011: ICPS analysts developed a universal algorithm for effective implementation of reforms in Ukraine. On this basis, they prepared maps of the land, pension, education and labor reforms and a series of recommendations for regional integration and consumer protection.
  • 2012: At the initiative of ICPS and in cooperation with the Dnipropetrovsk Oblast Council, a Civic Platform for the support of land reform was set up in Dnipropetrovsk Oblast.

The ICPS Supervisory Board

Since 2006, the Chair of the Supervisory Board has been Alexander Kwasniewski, President of Poland over 1995-2005. The other members of the Board include one-time Premier, Economy and Defense Minister Yuriy Yekhanurov, Deputy Minister of Economic Development and Trade Anatoliy Maksiuta, Ukrainian Ambassador to Singapore (2006-2009) Viktor Mashtabey, and others.

Current ICPS Projects

  • Impact analysis on what signing an Association Agreement between Ukraine and the EU and setting up a Deep Free Trade Area will do for Ukraine’s economy and individual sectors.
  • Research and impact analysis of the tax reform initiatives of the Ministry of Revenues and Charges.
  • A cycle of public consultations on the socio-economic transformations that will bring Ukraine more in line with the Copenhagen criteria for membership in the European Union.
  • School for Leaders of Reforms, which involves setting up a network of individuals with leadership qualities who can potentially carry out reforms in the country and facilitate European integration in Ukraine.

ICPS Partners

ICPS has been actively collaborating with the Ministry of Economic Development and Trade (MEDT), the Ministry of Revenues and Charges (MRC), the Ukrainian Chamber of Trade and Industry (UTCI), the Federation of Employers of Ukraine (FEU), the Association of Ukrainian Taxpayers (AUT), and more.

ICPS has Memoranda of cooperation with the National University of Kyiv-Mohyla Academy (NAUKMA), the American Chamber of Commerce in Ukraine (AmCham), the Q-Club Kyiv International Energy Club, the Ukrainian Free University in Munich, the Kyiv School of Economics (KSE), the East Europe Foundation, and others.

The International Center for Policy Studies invites young professionals to perfect their skills and knowledge through an internship at the Center. ICPS also invites experienced analysts to work with the Center on joint research projects.
