EU policy toward the Western Balkans – Regional Perspective

The document is an issue paper published in Praga in July 2009 by the Heinrich Böll Foundation. Taking into consideration the European scepticism about further enlargement, which will regard the countries of the Western Balkans, the paper focusses on Bosnia and Herzegovina, Croatia, Kosovo and Serbia as case to analyze both domestic conditions in these countries and EU policy on the whole region.
The paper contains the following essays: "European Union and Ethno-politics in Bosnia and Herzegovina", by Eldar Sarajlić; "The Western Balkans and the EU: Revising EU policies towards Serbia", by Vladimir Pavicevic; "Croatia and the EU: frozen in accession?", by Vedran Horvat; "A new "Plan C" for enlargement: Clarity, Coherence, Consistency", by Venera Hajrullahu.
