Description of the Call

Inspired by recent events, an emerging body of critical scholarship in international relations, political economy and social theory has increasingly challenged several orthodox economic and security-related paradigms. In a moment where economists start acknowledging the role of institutions and path dependency in economic performance (see Acemoglu and Robinson: Why Nations Fail), recent events have challenged the Weberian concepts of the state (insurgency and informality, failed states, de facto states, global and multi-level governance, the role of non-state actors) and policy research has been increasingly focusing on the role of non-political and non-politicised actors.

In addition, inspired by Wendt's social theory of IR, a body of scholarship has emerged in these fields, rediscovering the role of perception and identity while introducing a critical perspective influenced by the Habermasian and Foucauldian traditions, as well as by post-colonialism and anti-hegemonic thinking. Such critical approaches face nevertheless their own dilemmas, as their engagement with policy-making often leads to the subversion of the principles they expose. Moreover, existing institutions and governance structures have proved limited vis-à-vis the fast-evolving challenges to national and transnational communities. Recent research has also developed on "real governance" that subverts traditional approaches by looking openly at the variety of agents influencing governance and its perception.

Starting from the above points, the debates invited by this section are three-fold:

a). the potential for interdisciplinary readings of the international system;
b). the importance and limitations of critical approaches in IR;
c). and the interlinkages between power, markets and states in a highly contested international context.

The programme chairs of the 10th Pan-European Conference on International Relations invite paper, panel, and roundtable proposals for submission to any of the 51 sections on the 2016 programme.

There will be no open section: All paper, panel, and roundtable proposals are expected to fit into one of the 51 sections and to be submitted online to the appropriate section. A given proposal can be submitted to only one section at a time. However, it is possible to indicate two further sections to which a paper or panel/roundtable proposal might fit.

All sections welcome individual paper proposals and most welcome panel/roundtable proposals as well — please contact section chairs to enquire about this. Each 105-minute panel/roundtable should comprise five papers/presenters plus a discussant who may also act as panel/roundtable chair.

Please note that there will be a participation limit of three contributions per participant — whether as paper giver, roundtable speaker, or discussant/chair (any of these roles counts as one contribution).

Eligible topics for the conference

They look for proposals that address these issues in a multi-disciplinary, multi-level perspective and that match, to some extent, the possible panels of this section:

  • Traditional, human and informal security: who are the real actors providing security (beyond traditional and acknowledged ones)
  • Market vs non market institutions: dynamics, mechanisms and actors providing various kinds of security and social justice
  • Informal market institutions (from local bazaar to international trading organisations) and their impact on the local governance processes
  • State and non-state actors and their role in redefinition of security and securisation
  • Main challenges and threats to individual and collective (state, community) security in a cross regional and cross country perspective (ideally comparing world regions or countries)
  • The state of the art in critical security studies
  • Perspectives and directions in critical political economy
  • Interdisciplinary dialogues in IR: benefits and limitations
  • Critical conceptualisations of governance (new approaches to theorization of governance)
  • Economic inequalities and insecurity in the Global North
